It is a maneuver called "Steamboating her around". The nose is put up against a dock or river bank, give hard left or right rudder and forward power. The boats stern will come around. In this case at Two Harbors, they will back into the slip that is occupied by the Middletown in the photo. I have seen it done in Toledo near the Kuhlman dock, next to Andersons, by a Canadian boat.
