The location is Taconite Harbor, MN. Boats enter this harbor port side to the dock. Boats then pivot around the bow using winches and the rudder so they can tie up starboard side to the dock for loading. This is done because there are no tugs at Taconite Harbor and it is easier to turn a light boat rather than a loaded boat. Once loaded,the boats can just let go the lines and proceed straight ahead to depart.
