I doubt its been seriously considered because there are already three large hydroelectric plants on the St. Marys River at the Soo. Edison Sault has a capacity of 25-30 MW, the USACE Government plant has a capacity of about 17 MW and the Frances H. Clergue generating station on the Canadian side has a capacity of 52 MW. Typically over 90% of the river's flow goes through the power canals with less than 1% through the navigation canals. And the existing hydroelectric plants aren't running anywhere near capacity because there currently isn't enough outflow.
