Absolutely, they communicate via radio. A cell phone is good for *maybe* a couple of miles off shore and is a point-to-point device under the best of circumstances. Ships and small craft are required to monitor Channel 16 if they have their radio on so if you get into trouble, there are probably a lot of folks listening to you. For purely "company" communications, satellite is used by the big ships, but for just about everything else, radio still rules.
