It is dipped for military vessels of a friendly country. It can be flown at half mast for a death on the vessel, or one in the fleet. It may also be flown at half mast for the death or a prominent person such as the President. I remember seeing this on the Halifax when the crewman died in the tunnel explosion in the Soo river in the early 90's. It is pretty much up to the master and company and I don't think there is a written rule, just tradition.
