When I was sailing in the early 60's we carried mainly iron ore or taconite. When we loaded coal at a lower lakes port like Huron, Ohio we would load right up to the main deck. When we loaded taconite or iron ore in the upper lakes there were piles in the cargo hold like pyramids, and sometimes you could see the flat bottoms of the hold on the sides of the piles. Yet we were loaded to the deep marks on the shipside with ore, but not always with coal.
