They are waiting because of low water. The lower pool was -18 and the rock cut was -20. She apparently was loaded to a depth that the other ships that were continuing to lock through weren't. I heard Soo Traffic on the scanner and they said that as many as 8 other ships were either anchored or tied up because of the low water issue.
