Thanks for the info. In 2004 the USCG was letting one mate per vessel to run without pilotage...ie 3rd mate ocean or if you had a great lakes AGT without pilotage. I worked with a couple of these Mates, I just wondered if that policy was still in affect. The USCG appoved this because there was a shortage of Mates with the First Class Pilot endorsement.
