The Coast Guard is very specific as to the waters of which a license is issued. On the Great Lakes there are only two licenses available to deck officers. The 1st is First Class Pilot (and then it states which lakes it is good on) The 2 license is for Master of Vessels on the Great Lakes (and as above which lakes) Deep sea the deck officer usually starts with a 3rd Mate any Gross Tonnage, then 2nd Mate, then Chief Mate and Master. Of course I am listing the top licenses available. There are a number of license starting with the Six Pack (Good for 6 persons for hire) and 100 ton and up to Unlimited Gross Tonnage. You can use a lateral transfer from one license to another by sitting for the additional requirements. Say a Great Lakes Pilot going deep sea would have to write for at least celestial navigation.
