A possible reason for that is that they didn't want to risk damaging any shoreside structures. I know here in TBay they will not go into elevator slips as the pressure of the ice being pushed aside could damage dock pilings. Local tugs will break the ice in the slips as they are better suited for that task. Could be the same situation in Fairport.
