Without Jones Act restrictions, I would suspect that a Hamilton- Oswego ferry company would go shopping overseas if they were looking for a used ferry. Far newer stuff available in Europe and other places, with newer engines, bow and stern ramps, retractable decks if they want to carry cars, stabilizers, bow/stern thursters, electonics, etc.
