As I recall, crewing is based on the tug itself vs a complete boat. The regulations allow much smaller crews on tugs. Now in the case of the Presque Isle, there was a problem that resulted in the crew needing to be about the same size as a conventional boat. As far as construction costs, the tug itself could be built just about anywhere. That allows companies to search for bids. There are very few places on the Lakes that can build a complete boat. Also you may be able to buy an existing tug to use, rather than build new.
