1940s Laker shot

Today I was looking at a book about the Chicago River. In it there was a B&W shot taken from the air (the estimated date was late 1940s by the author based on the autos in the picture)of a G tug pulling what appeared to be a laker under construction up the river along Wacker Drive. There were no front or rear deckhouses on the boat, but the hatches and everything else appeared to be in place. Anyone have the slightest idea of where this would have been going? Was there a vessel builder/supplier on the Chicago River at one time? Thanks
