I believe I read it in that new book of Duluth postcards. It's a rather informal history of early duluth told through a collection of antique postcards. In there it mentions that a tug called Essayons did most of the work to clear the channel, though admitting there may also be some truth to the legend of the duluthians en masse with buckets and shovels.
