Actually, when you are manuvering, if you are going ahead on the wheel, you can open the astern throttle and slow down the turbine, it doesnt take much to slow them down if you cut off the steam, they slow down on there own pretty quickly. The screw still turns slowly if she drags through the water, but when you are told to put the plant on stop (0 RPM's) you arent really moving for the screw to really drag.
