Word is that the Algobay's many years of saltwater service have done a number on her hull, especially cargo holds and ballast tanks. Much of the steel there is apparently corroded beyond repair. If the Algobay returns to service, it's likely her current forebody (bow + cargo holds) would be totally scrapped and replaced.
