Paul has the right answer, all the locks in the South Shore Canal have a special slot cut out to fit a series of long steel slabs that cover the entrances of the upper and lower lock gates in order to work on the operating gate, I am assuming the same things applies for the Welland canal. I am sure that the Canal people have a plan for these lock gates, I sailed through the Welland but never notice the slots cut out for this. I am certain they are there.
