The VC was laid up at Superior, Wis, those 2 years. And that is not "the" crew -- local dignitaries and historical group board members were aboard for the last leg of the trip through the locks. They supplemented a small towing crew consisting of Soo Historic Sites director Tom Manse and some college kids/deckhands that rode the tow down Lake Superior (through a pretty big blow).
