It looks like a USLHS tender. There is a pennant wrapped around the mast that looks similar to the USLHS pennant. Most of the crew are wearing uniforms similar to the USLHS. I looked thru the USCG website and couldn't find anything close. You might try posting the picture at the Foundation for Coast Guard History at www.fcgh.org .
