A radar is just telling you that there is one or many targets and if all the variables remain the way they are, the closest point of approach will be so many nautical miles. When you drive a car, you can fall asleep or lose control for any number of reasons, despite all the new technology; better brakes with ABS, better assisted steering system etc,,, accidents happen. Same thing with planes crashing on a regular basis. Saying that a collision in fog is something hard to imagine, is a bit too easy. Instruments error, human errors, communications problems, traffic density, etc... way too early to tell.
