In most Canadian pilotage jurisdictions, ship masters can receive pilotage status if they travel the same waters frequently. There may be a language requirement on the St.Lawrnece that makes it difficult for some Lakes skippers to get a pilotage certificate or waiver, but I believe it is possible. There has always been some friction between some Lakes skippers and some River pilots. I heard a story that one skipper had all the stools and chairs removed from the wheelhouse before a particular pilot boarded so that he would have to stand all the way from Quebec City to Escoumins. In my experience Bob's comments are right on - skippers coming down through the Seaway need a rest, so they may not be eager to apply and sit the test/exam.
