All members of the Canadian government or the cabinet are entitled to be addressed as "Honourable" upon their appointment to the cabinet or "Her Majesty's Privy Council". In olden times this was because they were the monarch's appointed advisors. The term "Right Honourable" signifies that the person has also been appointed to the British Privy Council in addition to the Canadian equivalent. Usually this is only the Prime Minister but in our Centennial year of 1967 all of the members of the Canadian cabinet were also appointed to the British Privy Council and could use the "Right Honourable" title. Yes the vessel is named after the father of our current Prime Minister who served in the Liberal cabinets of the 60's and was the father of the Canadian medicare system.
