Because Coast Guard crewing regulations dictate that a tug pushing a barge only needs about half the crew of a conventional freighter. Quite a loophole. I'd expect that within a decade or two rising fuel prices, smaller crews allowed on conventional freighters, and higher tug-barge construction costs will once again level the playing field in a lot of trades.
