The following link will take you directly to the USCG site for Merchant Marine documents and licenses. You will need a certified birth certificate or naturalization papers, a set of professionally taken fingerprints, a Department of Transportation Physical and Drug Screen from your local doctor or clinic, and a passport type photograph even though they take a digital one at the REC. They may require more paperwork by the time you get there, but that's the way it is with "Homeland Security"! The closest REC to you that I know of is in downtown Toledo in the Federal Building. Get there as EARLY as possible because a line usually forms quickly. If you see a Coastie civilian worker named Earl Bibie, please tell him "HI!" from me! GOOD LUCK!! http://www.uscg.mil/stcw/
