I would suggest trying to check with a local museum that has a professional conservator on staff. Those individuals are trained professionals who know how to correctly preserve artifacts. Someone who works at a maritime museum would be ideal as they would likely have first-hand experience in working with life rings. The statement regarding the plastic bag being a poor choice for storage is absolutely correct as far as accelerating the rate of decay and it would be a shame for you to lose such an important part of your collection.
