Darren: Canadian Air Regulations state that " Provided no hazard is created for people or property on the ground an aircraft may be flown over non-populous areas or over open water at lower altitudes so long as it is at least 500 feet from any person, vessel, vehicle or structure". I am certain that the FAA has a very similar rule for US airspace. Of course rules change dramatically if restricted security zones are present in the area you want to fly over.
