The Calloway has a steam turbine which is very quiet, but would be stopped while docked. The only noise would be from the steam turbine gen. sets, pumps, blowers and misc. machinery. As far as starting a large diesel. most of them use compressed air feed into the cyclinders to "roll em over" for starting. Some diesel electric tugs use the windings of the main DC generator to turn em over. Smaller engines either have an automotive type starter which is connected to storage batteries or an air driven starting motor which bolts into the engine flywheel housing like an automotive type starter.Air starting elemnates the need for large battries and the dangerous gasses they produce in the engine room. Much safer to store compressed air, than have a battery blow up and spill acid all over.
