2 possibilities. If it was a saltie they were likely waiting for a pilot. Pliots can be spread thin during the rush to get off lakes. If it was a laker and it was icy, the U.S. Coast Guard generally only runs during day light. The icebreakers try to stop for the night for safety and for the crew to rest.
