The Mourning Star Mill is not apart of any of the Welland Canals. The mill sits at the top of the Decew Falls. It's a very impresive falls and you get quite a workout going to the base of the falls and back (a rope is provided to climb down an 8 foot section). As far as the foam in the Mountain Locks, I don't know. It did have a funky smell coming from there. All but the last old lock pictured were taken in Mountain Locks Park half a mile west of the current Flight Locks going down the Enscarpment.
