Joe, there is no "real" best time to see freighters at the Locks. They transit the Locks 24 hours as needed. It's a hit and miss thing. Also, the same goes for the Straits. You can watch the ships passing under the Bridge from most any local park....but there is no certain time that they pass through the area. All depends on the ships schedule. Your odds are good though, that you'll see something in either location.
