The worst lock accident occurred many years ago, when a steamer ran right through the lower lock gate while the upper one was still open. I'm sure that one of our historians here has more information, but it took the lock out for a considerable period of time. Today there is a very heavy cable (looks like about a 4" diameter) attached to a steel boom across the lock between the lower gates and the downbound vessels. However, I seriously doubt that the cable and gate behind it could stop a loaded downbound footer.
