Hugh, If memory serves, the ladders were a means of escape to an outside deck in case of fire in the accomodation hallways. It was a result of the disasters on the Hudson and Cartiercliffe Hall when crewmembers could not get outside due smoke & fire . There must have been a reason on that particular ship that made the ladders a cheaper solution than firetight doors inside that area.
