Does the Westcott Company make delivery runs for vessels that have only one or two pieces of mail waiting or must a certain volume (a full pail?) accumulate to make it worthwhile? I would guess that many Canadian vessels pick up mail at the Welland Canal and don't receive much at Detroit or the Soo.
