The Coast Guard gets what the winning bidder provides, be it EMD, CAT etc. MMC seems to like the CATS and the Coast Guard has had good luck with them. The 180 ft Buoy Tenders had EMD's because the had a restriction of 1000 rpm's as they were coupled to the original generators. The CGC Escape had CATS coupled to the original generators and had to use speed reducers and they never worked well. Physical size is another factor in repowering-will the new engine fit in the space that the old engine occupied. I believe that the EMD's were chosen in some cases because you get a good power to size package and they are very easy to work on. Some fleets tend to try and stay with one engine MFG so they can stock parts that work on engines from the whole fleet. The only engines I have never had much luck with was the ALCO's, and for some reason they seem to require a lot of maintenance and TLC.
