Rod, you saw the ship's hatch crane, also known as a 'deck crane' or an 'iron deckhand'. It is used to move the ship's hatch covers around the deck, either removing them from the hatch cover openings before loading or unloading, or placing them back over the hatch openings before the ship gets underway. These huge pieces of steel are as large as 60' x 12' (those are rough guesses) and weigh several tons; they cannot be moved around "by hand", so the hatch crane does the lifting and moving for the crew.
