Not just precise machining, there's some specialized metallurgy involved in turbines too. Note that most RR locomotives built during the war were significantly heavier than the same pre-war designs, due to unavailability of high-tech metals, thus lower strength steels were used, and made thicker to compensate for the strength loss. At the time, many engines were built with overweight steel side rods, and then received lighter alloy rods after the war.
