That's right. Turbines required a lot of specialized machining, mainly because of all those tiny little blades on the rotors. Very few companies built them (DeLaval and General Electric come to mind), and they were swamped with orders for engines to go into warships and fast ocean transports. On the other hand, many shipyards, including Great Lakes Engineering Works and American Shipbuilding Company were capable of building their own reciprocating engines. Of course the Maritime Commission lakers didn't have to worry about having to outrun German U-boats either!
