Not quite. When the deck of a boat gets hot, it expands. Since the hull remains in contact with the cool water, it stays the same length. The only way this can happen is if the whole boat bends. It's higher in the center, lower at both ends. That's why it's called hogging - looks like the back of a hog. The "lower at both ends" is the troublesome part - too much lower, and the boat won't clear critical areas on the bottom - dredged channels or lock sills. So they sprinkle the deck to cool it, and the boat goes back to normal shape.
