Only a guess, but maybe the original draft of the boat determines whether cooling is needed? Since some cargos are denser than others, the boat may have been near to max depth when loaded. Hogging would cause the bow and stern to get too deep. Other boats that were loaded to max volume might not need to worry about draft.
