It's my understanding that Sault Ste. Marie is in the Eastern time zone, which is consistent with what I see as 'update' times when I look at the Soo cams (they're an hour ahead of Central time here in Minneapolis). But the real issue is this; as Mark stated, the delay times are apparently random, so unless you've got another way to monitor real-time vessel traffic somewhere on the St. Mary's river, you've got no way to concretely know when the images the cameras show were taken.
