If you come up 41 from Escanaba (slightly out of the way, but easiest directions) when you get into Marquette (past the prison, up a hill) at the bottom of the hill take the street to the right. The Shiras Steam Plant (watch for the big stacks) will be visible. The dock is just a block or so off 41. The only thing you have to watch for are the trucks that might be hauling stone.
