To crew the ship and burn the fuel, etc. to sail her probably was cost prohibitive opposed to towing cost. As much as people would like to see ships sail as often as possible, shipping companies look for the best deal whenever possible like anyone else. Gotts remember it's the dollar that dictates actions. Hope this helps...
