Vessels may anchor out for several reasons. For lakers, it's usually because their loading berth is occupied. For salties, it may be because their berth is occupied, or the grain for their cargo hasn't arrived at the elevator so the ship anchors out to avoid dockage fees for water and power, or the ship may be on a time charter that hasn't yet started, so it anchors out to wait for the charter to begin.
